發(fā)展上海航空運(yùn)輸促進(jìn)上海區(qū)域經(jīng)濟(jì)增長建議
政府應(yīng)加強(qiáng)對航空物流產(chǎn)業(yè)發(fā)展的引導(dǎo),進(jìn)一步加大資金支持力度，設(shè)立航空物流產(chǎn)業(yè)專項(xiàng)發(fā)展資金，吸引航空物流相關(guān)業(yè)務(wù)。對新增航線、航權(quán)開放和航班時(shí)刻分配等方面給予優(yōu)先權(quán)。加強(qiáng)國內(nèi)外交流合作，大力發(fā)展貨物中轉(zhuǎn)、集散業(yè)務(wù)。2.加快上海航空港物流園區(qū)建設(shè),倉儲區(qū)的擴(kuò)建，貨物處理系統(tǒng)的自動化，商務(wù)辦公設(shè)備設(shè)施的完善與配備。加快空港周邊地面交通樞紐建設(shè)，提高進(jìn)出機(jī)場的道路系統(tǒng)效率，加強(qiáng)多式聯(lián)運(yùn)體系建設(shè)，提高空港物流聚散的效率和能力，滿足多樣化的航空運(yùn)輸需求。3.完善航空物流信息化平臺，建立和完善航空物流數(shù)據(jù)信息中心，打造一個真正能為航空物流企業(yè)、貨主、海關(guān)、商檢、陸空聯(lián)運(yùn)服務(wù)企業(yè)等諸多使用方服務(wù)的信息網(wǎng)絡(luò)平臺，提供開放式基礎(chǔ)信息服務(wù)，實(shí)現(xiàn)信息對接和整合。加強(qiáng)與不同國家的信息數(shù)據(jù)交換，通過對信息進(jìn)行共享，在一定程度上提高航空物流的協(xié)作水平。4.進(jìn)一步加強(qiáng)航空物流人才的培養(yǎng)與引進(jìn)。河南省各高校,要將學(xué)校的專業(yè)與機(jī)場航空物流公司產(chǎn)業(yè)緊密結(jié)合起來，增加對對口人才的培養(yǎng)。各企業(yè)要加強(qiáng)對在崗人員進(jìn)行培訓(xùn)，提高員工綜合素質(zhì)。同時(shí)政府和企業(yè)應(yīng)利用各種優(yōu)惠政策及靈活多樣的工作方式，吸引具有國際水平的航空物流人才來鄭發(fā)展，加快上海航空物流的國際化進(jìn)程。5.大力發(fā)展航空依附性產(chǎn)業(yè)，如：高端制造業(yè)、生物醫(yī)藥、智能產(chǎn)業(yè)研發(fā)與應(yīng)用等。并引導(dǎo)形成完整產(chǎn)業(yè)鏈，降低物流成本，提高生產(chǎn)效率，產(chǎn)生聚集效益。
貴州機(jī)場集團(tuán)與上海機(jī)場集團(tuán)簽訂戰(zhàn)略合作框架協(xié)議
2月28日，上海機(jī)場(集團(tuán))有限公司(以下簡稱“上海機(jī)場集團(tuán)”)與貴州省機(jī)場集團(tuán)有限公司(以下簡稱“貴州機(jī)場集團(tuán)”)正式簽訂戰(zhàn)略合作框架協(xié)議，雙方將進(jìn)一步深化在航線網(wǎng)絡(luò)、航空貨運(yùn)、機(jī)場建設(shè)、運(yùn)營管理、非航業(yè)務(wù)、集團(tuán)化運(yùn)行管理、人才交流培養(yǎng)等方面的合作，努力助推國家“一帶一路”建設(shè)。
據(jù)悉，協(xié)議簽署后，雙方將進(jìn)一步強(qiáng)化市場營銷功能，共同構(gòu)筑兩地之間“空中快線”，探究兩地至國內(nèi)、國際航線更多可能性；加強(qiáng)航空貨運(yùn)業(yè)務(wù)合作，進(jìn)一步拓展雙方貨運(yùn)業(yè)務(wù)網(wǎng)絡(luò)，探索建立“黔貨出山”長期穩(wěn)定快捷空中通道，助力貴州脫貧攻堅(jiān)；探討研究發(fā)展規(guī)劃、綠色機(jī)場、交通樞紐等機(jī)場設(shè)施改擴(kuò)建方面的課題；加強(qiáng)在樞紐機(jī)場運(yùn)行、安全管理、航班延誤治理、服務(wù)提升舉措、新技術(shù)運(yùn)用、協(xié)調(diào)指揮等方面的工作經(jīng)驗(yàn)交流，共同推動兩地機(jī)場航班正常性、智慧機(jī)場、綜合服務(wù)保障等能力的不斷提升；探討在不同非航領(lǐng)域的項(xiàng)目合作，共同促進(jìn)雙方機(jī)場的經(jīng)營管理和服務(wù)水平；交流在機(jī)場集團(tuán)化管理方面的經(jīng)驗(yàn)，包括但不僅限于戰(zhàn)略規(guī)劃管控、重大建設(shè)和經(jīng)營項(xiàng)目管控、財(cái)務(wù)資金和預(yù)算管控、人力資源管控、運(yùn)行管控、風(fēng)險(xiǎn)防范管控、黨的建設(shè)等方面，進(jìn)一步提升大型機(jī)場集團(tuán)的管理水平；積極促進(jìn)多模式人才合作交流，推進(jìn)多領(lǐng)域的信息互通與知識共享，為兩地機(jī)場協(xié)同發(fā)展提供人才保障，共同打造開放式的人才與技術(shù)創(chuàng)新平臺。
此次簽約是貴州機(jī)場集團(tuán)與上海機(jī)場集團(tuán)的強(qiáng)強(qiáng)聯(lián)手，雙方的戰(zhàn)略伙伴關(guān)系將繼續(xù)著眼于長遠(yuǎn)，立足于開拓創(chuàng)新，進(jìn)一步探索雙方合作新模式，努力創(chuàng)造與國際市場互聯(lián)互通新路徑。
